Premier Anna Bligh has announced land allocation for the proposed Dudgeon Point development, south of Mackay.
Ms Bligh said Dudgeon Point Project Management Pty Ltd (DPPM), a subsidiary of the Brookfield Infrastructure Group, and Adani Mining Pty Ltd, a subsidiary of the Adani Group, are to be awarded equivalent areas for the development of two new coal terminals.
The land allocations follow the North Queensland Bulk Port Corporation's competitive tender process in June this year which identified DBCT Management and Adani as preferred proponents to participate in the project.
"Each developer will be provided half of the available stockyard area, which totals approximately 380 hectares for development at Dudgeon Point," she said.
"The successful developers will receive about 190 hectares each, specifically for new coal terminals, plus the land required for associated infrastructure outside the stockyard.
"The proposed two terminals will provide export capacity up to 180 million tonnes per year, that's 50 million tonnes more than the current capacity at the Port of Hay Point.
"This massive project is potentially worth about $10 billion in investment and would deliver about 5000 jobs.
"The proposed development would mean more jobs, new infrastructure and increased export capacity, giving the local economy a real boost."
The two proposed terminals are expected to include:
Premier Bligh said construction of the terminals could commence in 2013, but only if the relevant approvals are obtained.
"The developers will work closely with North Queensland Bulk Ports Corporation to now carry out a comprehensive environmental assessment as part of the overall development master planning process for the Hay Point area. The Hay Point master plan is expected to be completed early next year followed by a draft Environmental Impact Statement which will be released for public consultation mid-2012," she said.
"The Coordinator General will be looking very closely at the project's environmental, economic and social impacts to determine if they are acceptable before any approvals are granted."
